Ogburn is well-known in the Central Florida law enforcement community. The Navy veteran started working for the Florida Highway Patrol in 1991. He then switched to the Orlando Police Department in 1996, where he rose to become a deputy chief, and served as staff director to former Police Chief John Mina.

In 2020 Ogburn joined Ocoee Police Department and was deputy chief of operations.

Then in November 2023, former Police Chief Saima Plasencia was fired because of accusations that she harassed officers in the agency.

Ogburn has been serving as acting police chief ever since.
