For more than an hour, law enforcement officers, Gov. Rick Scott and Attorney General Pam Bondi surrounded the family and friends of trooper Chelsea Richard. The ceremony included tears, smiles, laughs and the revelation that Richard's boyfriend had planned to propose the night she died.
