A first reading of the plan was approved Wednesday night. A second reading is scheduled for Jan. 12.

If adopted, the beach, near the Watson Drive crossover in Indialantic, would be open to leashed dogs for six months, from Feb. 1 to Aug. 1, unless the council made changes to the plan. Dog owners would be able to take their pets on the beach from 6 a.m. to 10 a.m. and 4 p.m. to 6 p.m.
Parking at the beach access is allowed by town permits only, which cost $40.
