FLAGLER COUNTY, Fla. – A 30-year-old man faces charges after a woman said he followed her to Central Florida from California and was “stalking her for months,” according to a charging affidavit.
Deputies said they responded to a Palm Coast residence in reference to a stalking report on Thursday around 10:41 p.m.

The victim told Flagler County deputies that the suspect, later identified as Ky Van Cai, was at her front door and was “ringing the doorbell continually for two minutes.”

According to the affidavit, the victim stated that she did not know the man and provided deputies with a description.
Responding deputies said they located Cai who was walking down the home’s porch stairs into the yard.
When asked why he was at the home, Cai told deputies that he “wanted to greet them,” and then would only say his relationship with the victim was “personal.”
He told deputies that he was from Washington state, but also lived in California and North Carolina and is currently living out of his vehicle.
According to the affidavit, Cai told deputies that when he was in the Army in North Carolina, he came across the victim’s TikTok page and started to believe they were “soulmates.” Cai stated that he went AWOL to find the victim before being discharged.
Deputies said that Cai stated “there were metaphysical things going on that allowed him to connect” with the victim. He also told deputies that he believed the victim’s social media posts were directed toward him.
According to the affidavit, Cai told deputies the victim’s first and last name even though the victim only uses her first name on social media.
When Cai was asked how he knew where the victim lived, he stated “It was his visions” and that he just happened to be walking down the street when he saw the home.
Deputies said Cai drove his vehicle to the home and parked it partially in the driveway and on the road.
According to the affidavit, the victim told deputies that she has over 1.5 million followers on her TikTok, Instagram, and Facebook accounts and that Cai has been stalking her since January, using various social media accounts. She stated that she had blocked over 20 accounts that Cai created to follow her and write to her.
The victim also stated she posted photos from a California beach in late January and saw that Cai posted photos from the same beach on Jan. 31.
On May 5, she said she posted photos from a Flagler County beach near her home when Cai posted photos from the same spot on the beach just five hours later.
According to the affidavit, Cai went to the woman’s home on May 5 and the victim’s family reported Cai being in the area due to his social media postings, but deputies were unable to locate him.
Deputies said that Cai has no ties to California or to Florida, but has followed the victim “by unknown means.”
The victim, who deputies said was visibly upset, was able to provide numerous pages of documents showing Cai’s history of stalking her.
Kai was placed under arrest and taken to the Flagler County Jail where he faces charges for stalking.
