HOLLY HILL, Fla. – A Volusia County grand jury decided not to charge the former police chief of the Holly Hill Police Department after multiple sexual assault allegations within the department.
Jeffrey Miller resigned from his role in March after the Volusia County Sheriff’s Office began its investigation into the misconduct.

Investigators interviewed more than three dozen current or former city employees, revealing what the agency said was a clear imbalance of power at the top of the agency, leading to officers being subject to sexual abuse, emotional exploitation, inappropriate comments, and an overall hostile work environment. In June, the sheriff’s office made its findings public.
The grand jury was presented with facts, evidence, and testimony in the case and returned a “no true bill”.
On Tuesday, the police department released a statement on the grand jury’s decision:
We respect the decision of the grand jury regarding the review of charges against Jeff Miller. The Holly Hill Police Department would like to express our sincere gratitude to the Florida Department of Law Enforcement (FDLE) and the State Attorney’s Office for their diligent and thorough investigations throughout this process. Their professionalism and commitment to justice have been instrumental, and we fully support their findings. While the grand jury has declined to indict, our focus now is on the future. We remain steadfast in our commitment to the recovery and progress of this department, not only for our officers but for the entire Holly Hill community. This has been a challenging period, but we are moving forward together, determined to rebuild trust and strengthen the bond between the police department and the community we proudly serve. We will continue to work tirelessly to provide the highest level of service, foster safety, and ensure transparency in all that we do. We are grateful for the ongoing support of our citizens and partners as we look ahead to a brighter future for the Holly Hill Police Department.

Along with Miller, the captain and one of the sergeants also resigned amid the investigation.
Following Miller’s departure, Byron K. Williams was sworn into the Holly Hill Police Chief role. Williams was a captain with the Daytona Beach Police Department.
