Driver arrested in DeLand, accused of DUI after van strikes man in wheelchair, police say

DeLAND, Fla. – A man in a wheelchair was airlifted for treatment of serious injuries after being struck by a van Thursday night in DeLand, according to police.

Charles Loflin, 60, faces a charge of DUI causing serious bodily injury to another, records show.

The crash occurred around 7:49 p.m. Thursday as the van traveled northbound in the 300 block of South Alabama Avenue, the DeLand Police Department said in a statement.

According to Loflin’s arrest affidavit, he performed poorly on field sobriety exercises and was handcuffed upon refusing to proceed with them. At the police station, Loflin allegedly told officers that the man in the wheelchair jumped out from the curb.

Two tests of Loflin’s breath returned blood alcohol content results of 0.164 g/210L and 0.152 g/210L, each effectively double the legal limit in Florida.

Loflin was booked early Friday at the Volusia County Branch Jail and remains held on $2,500 bond, records show.
