MIAMI – Miami-Dade Sheriff’s Office deputies arrested a man they said was an unlicensed plastic surgeon Thursday, according to our partners at Local 10 News in Miami.
Manuel Lazzaro, 58, was arrested after investigators said he performed surgery on an Orlando woman last year, “suffered the loss of her entire nipple” after “her breasts were infected and (he) ignored her complaints and didn’t tell her to go to a legitimate doctor,” according to prosecutor Nessa Eth.

Lazzaro also practiced at the same facility where another doctor was arrested last month, accused of performing surgeries while being unlicensed.
That man, Wilson Muñoz Suarez, is also accused of performing cosmetic surgery without a Florida license on a different patient from Orlando.
Deputies say both men performed the surgeries at the New World Medical & Mystic Cosmetic Surgery at 2020 SW First Street in Miami’s Little Havana neighborhood.
Neither Lazzaro nor Suarez is in Florida’s medical license database.
Lazzaro was listed on the American Society of Plastic Surgeons website. The organization took down his listing after Local 10 contacted the organization. The group sent this statement.
“Dr. Lazzaro is an International Member of the American Society of Plastic Surgeons (ASPS) from Venezuela,” the statement reads. “The ASPS Code of Ethics requires members to inform ASPS if a right to practice medicine has been limited, suspended, terminated, or otherwise affected in any state, province, or country for violation of a medical practice act, other statute or governmental regulation or, the Member has been disciplined by any medical licensing authority. Failing to do so makes the member subject to expulsion.”
Lazzaro is being held on $10,000 bond.
