ORLANDO, Fla. – Countless polls show undecided voters make up a small piece of the likely voters in the November presidential election, but they exist, even after Tuesday night’s debate.
Polls and studies also indicate there are thousands of “low-propensity” voters in every state. These are people who are registered to vote who don’t vote all the time, or at all.

According to U.S. Census data of voters taken after the 2020 election, which was the last presidential election, 17.5% of the people 18 years and over reported that they did not vote.
The Census also cataloged the reasons why people didn’t vote in 2020:
- 17.6% said they were not interested
- 14.5% said they didn’t like candidates or campaign issues
- 14.5% said they had another, unspecified reason
- 13.1% said they were too busy or their schedule conflicted with voting
- 13% said they were ill and disabled and therefore not able to vote
- 6.1% said they were out of town
