Orange County supervisor of elections retires after overseeing 103 election days

After 34 years and 103 election days highlighted by the 2000 vote recount that decided America’s 43rd president, Orange County Supervisor of Elections Bill Cowles will officially step down from the job that has been the hallmark of his professional life since 1989.
