A hand recount after the Nov. 4 election left the Mount Dora Council race between Nick Girone and Marie Rich tied at just over 2,300 votes each.

The council was expected to either pull a name from a hat or flip a coin on Tuesday night to determine a winner.

Some, however, wanted a judge to force a runoff election, leading to Tuesday morning's hearing.
