Family member of Windermere police chief accused of breaking into Winter Park home, ‘touching’ sleeping children

WINTER PARK, Fla. – An Orange County man was arrested earlier this month after he was reportedly caught in a Winter Park home “touching” sleeping children, according to the police department.

In an arrest affidavit, police said they were called to the home just after 12:30 a.m. on Sept. 8 after receiving reports about the man inside the home.

Upon arrival, a woman told an officer that the man was inside touching her children, prompting police to search the building, the affidavit states. However, no suspect was found at the time.

The mother later told police that she’d been working as an Uber driver just before the incident happened, and a friend had notified her that he saw the man inside her house, “touching the kids and taking photos,” according to investigators.

As a result, the mother had called police and drove straight home, police said.

Before the mother arrived home, though, she looked at videos from her home cameras and found her neighbor — David Andrew Ogden, 39 — sitting on her bed taking photos of one of her children and “rubbing her legs,” investigators reported.

“(The mother) believes (Ogden) made entry via the main door after unlocking it through the mail slot,” the affidavit reads.

According to police, the mother knew Ogden for about five years as a personal trainer at a YMCA.

While officers were still at the home, Ogden reportedly texted the mother the following messages:

“Hey, seriously, Saturday if you need to work. I’m happy to entertain the kids. Have a good night. I know you’re probably sleeping. But my girls had a blast with yours.”

"Also. Little drunk watching umbrella academy. Lol. But really was great to see my girls hav8ng so much fun. They went out like a light at bedtime. Lol."

At the time of the incident, home cameras caught Ogden recording the children with a cell phone, rubbing the leg of one of them, and pulling down the underwear of another, police said. Officers added that Ogden was also seen exposing his genitals and touching himself while sniffing one of the children.

Roughly an hour afterward, police showed up to Ogden’s home and immediately tried to place him in handcuffs, though Ogden struggled against them, the affidavit says. Despite the resistance, Ogden was ultimately arrested, and his wife gave his cell phone to police as evidence.

While the exact relationship between Ogden and the Windermere police chief was not specified, Chief David A. Ogden issued the following statement on the arrest:

I am disheartened; shocked and crushed by the recent news and arrest of a family member. As difficult as this is, I believe in the importance of allowing the legal process to unfold and in the principles of accountability and justice. I fully support the investigation and trust that the truth will come to light through due process. Out of respect for the all individuals involved and our family, I will not be commenting further. My commitment to serving the community with integrity remains unwavering during this challenging time.

Now, Ogden faces the following charges:

  • Lewd or lascivious molestation of a victim under 12 years old (2 counts)
  • Lewd or lascivious exhibition (3 counts)
  • Resisting police without violence
  • Burglary with assault or battery

Due to the charges, Ogden is being held without bond. He pled not guilty on Sept. 17.
